On 9–10 September 2024, the Second Summit on Responsible Artificial Intelligence in the Military Domain (REAIM 2024) convened in Seoul, Republic of Korea, co-hosted by the Republic of Korea, the Kingdom of the Netherlands, the Republic of Kenya, Singapore, and the United Kingdom.
The summit culminated in the adoption of the 'Seoul Blueprint for Action', endorsed by 61 nations, representing a milestone consensus on military AI governance. The Blueprint establishes concrete normative principles:
- Maintaining human control and command responsibility over the use of force.
- Upholding strict compliance with International Humanitarian Law (IHL), including the Geneva Conventions and Additional Protocols.
- Ensuring algorithmic safety, vulnerability disclosure, and testing baselines for military applications.
- Preventing catastrophic risks, including automated escalation in strategic strike or nuclear command domains.
Kenya's leadership throughout the Seoul proceedings established Africa's prominent voice in multilateral AI diplomacy, laying the foundation for Kenya's designation as the host of the Fourth Summit in Nairobi in 2027.
