On 15–16 February 2023, the inaugural Summit on Responsible Artificial Intelligence in the Military Domain (REAIM 2023) was convened at the World Forum in The Hague, Netherlands, co-hosted by the Government of the Netherlands and the Republic of Korea.
The summit brought together more than 2,000 delegates representing over 100 countries, defence establishments, academic institutions, technology developers, and civil society organizations. At the conclusion of the two-day plenary, more than 60 nations signed the landmark 'REAIM 2023 Call to Action'.
The Hague Call to Action recognized the dual nature of military AI—its potential to enhance situational awareness, precision, and efficiency alongside profound risks of unintended escalation, algorithmic opacity, and degradation of human judgement. The document established the founding principle that human beings remain ultimately responsible for the use of artificial intelligence in warfare.
This inaugural summit initiated the permanent international diplomatic process that continued through Seoul in 2024, Spain in 2026, and transitions to Nairobi in 2027.
